INSIGHTS & EVIDENCE

The right BESS market is only half the location decision

A market price tells you what electricity is worth in a bidding zone. Your connection and local grid conditions determine what your asset can actually do.

The finding

The SSI locational-value report examines the gap between zonal electricity prices and local network conditions. Its useful investment message: a promising trading market does not make every connection point equally attractive.

ACER reports that EU transmission operators spent €4.3 billion managing grid congestion in 2024. This establishes the scale of the system problem; it does not establish a revenue entitlement for an individual battery.

What this changes for your decision

Before ranking sites by forecast revenue, test whether the proposed connection allows the charging and dispatch strategy that produces it. Compare the cost and timing of connection, operating restrictions and any contracted flexibility income on the same basis.

Compare three layers before comparing returns

A useful screening exercise separates the trading market, the connection agreement and the asset itself. The trading case describes the opportunities the optimiser may pursue. The connection case establishes when and how much the battery may import or export. The asset case adds usable energy, efficiency, degradation, availability and costs. A strong result in the first layer cannot compensate for an untested assumption in the other two.

This matters when two projects appear to offer similar returns. A cheaper site may require additional reinforcement, a later connection or operating restrictions. A more expensive site may have better documented access to power. The decision should compare both projects at the same operating date and with the same financial assumptions, then show which differences survive.

Turn a location advantage into a contractual question

A battery may help relieve local congestion or support continuity. The next investor question is who pays, under which agreement, for what availability and with which penalties. Until that route is established, the benefit belongs in the wider assessment, not automatically in the owner's revenue forecast. Otherwise, the model risks counting a useful service as income before anyone has agreed to buy it.

Our proposed output is a short decision record: proceed, renegotiate, obtain specific evidence or reject. For each conclusion, record the assumption that could reverse it. That makes the screen usable in an acquisition discussion and gives the technical and commercial advisers a focused brief for the next stage.

What a project review can deliver

  • A shortlist showing how connection conditions change the investment case.
  • Separate views of market revenue, contracted services and wider grid benefits.
  • A downside case for delayed connection or restricted operation.

Public grid context supports screening. The network operator must confirm connection capacity and conditions; an analytical map cannot reserve either.
